Mike Weathers

President & Co-Founder

Mike is a seasoned leader with more than 30 years of experience supporting some of our Nation’s most complex and important endeavors. He was commissioned as an Army Infantry Officer in 1995 and later qualified for Special Forces, serving two decades alongside U.S. joint forces, international partners, and multiple government agencies. His military career honed his ability to lead diverse teams and deliver results in dynamic, high stakes environments.

Following his retirement from the Army, Mike brought his mission focused approach to the IT sector. He began in sales as a DoDfocused Account Executive and quickly advanced into senior leadership roles for a growing IT solutions provider. His leadership was central to the development and execution of a multiyear strategy that expanded the company’s service offerings, improved customer outcomes, and reduced operational costs. These efforts drove sustained double digit organic growth, significantly outpacing the market. Mike also played a key role in guiding the company through a successful acquisition and integration with a larger industry leader.

Mike holds a Bachelor of Science Degree from Vanderbilt University and a Master of Science Degree from the Naval Postgraduate School. He and his wife of more than 25 years reside in Tampa, FL and are the proud parents of three young adult children. Outside of work, he enjoys Florida’s outdoors, cheering on his favorite sports teams, and supporting multiple non-profit organizations that align with his passions.

Chris Vaccaro

Director of Sales & Co-Founder

With over 22 years of Information Technology experience Chris has led complex Sales Organizations, National Account teams and Industry Practices. Prior to starting Phase 3, Chris was the Federal Leader at PSR Associates. He successfully founded their Federal Practice and acquired a few key contracts that helped fuel their continued growth. Chris also spent nearly 7 years as the Managing Partner at M9 Solutions in Atlanta, GA. At M9 Solutions, he hired and grew a team of experts while growing the company almost 400%. The growth came through great teamwork, the successful launch of a Federal Practice, the expansion of additional lines of business and the addition of a Practice to support the Tier 1 Federal System Integrators. Prior to joining M9 Solutions as a Partner in 2013, Chris managed B2B Workforce’s sales efforts and maintained Account Leadership Responsibility for B2B’s largest Federal Systems Integrator Accounts. He began his career in Financial Service Sales and has a BA in Mathematics from Vanderbilt University as well as an MBA in Management from Georgia State University.

Chris Adams

Director of Recruiting & Co-Founder

Chris brings 29 years of high-performance and accomplishment in IT Recruitment leadership and delivery to Phase 3 Veteran Services.  He is also a founding Partner and Owner of ec3 Federal Services, a IT services company that is the minority owner of Phase 3 Veteran Services. Before joining Phase 3 as a Founding Partner and Recruiting Director, Chris spent 8 years in the Federal Gov’t / System Integrator space with M9 Solutions, delivering high level IT resources to work at some of the largest Federal Government Agencies on mission critical programs involving on-prem to cloud migrations, system modernization, Cybersecurity, ERP, Data Services, and Web/Portal Development.  He left M9 Solutions as the longest tenured and highest performing employee on the recruiting side in the company’s history and helped build a strong delivery team and culture there, including time as the Recruiting Director. Prior to M9 Solutions, Chris spent 16 years recruiting IT talent at Modis for work at their Fortune 500 clients, again proving to be a leader in the company.  He was the only Recruiter in the company (with 60+ offices nationwide) to qualify for the company’s President Club every year it was tracked and awarded between the years of 1999 – 2012.  He performed in dual roles as both a Recruiting Director and Senior Recruiter in production at the same time and was often invited to lead recruiting seminars at corporate headquarters for first year trainees.  Chris left Modis in early 2013 as the highest producing recruiter in the company’s history. Chris has been married for over 28 years to his wonderful wife Jill, has 2 children (Carson and Barrett) and enjoys traveling with family and friends, playing golf and fishing in his spare time.  He holds a BA degree, majoring in Economics and Psychology, from Vanderbilt University and was a 4-year letterman on the Men’s Golf team from 1991 – 1995, including Team Captain in 1994-95 season.

Harry Edgemon

Partner

Harry brings over 10 years of Technical IT Recruiting experience in a variety of client sectors to Phase 3 Veteran Services. After achieving a Bachelor’s Degree focused in Communications from Kennesaw State University, Harry immediately began a career in recruiting the IT workforce. In addition to recruiting for commercial side clients, Harry spent several years of his career at M9 Solutions, where he quickly became a top performer on the recruiting team, helping grow the Federal practice through delivery of high caliber talent.  Throughout his career, Harry has focused on developing his strengths in talent acquisition techniques, candidate screening and assessment, and relationship building. His current career focus is to enhance his knowledge specific to cybersecurity and AI/ML to better assist Phase 3’s clients in securing the best talent for their programs.

Shannon Jackson Cash

Partner

Shannon is a Partner at Phase 3, where she leverages her extensive experience in federal staffing sales and business development. Previously, she served as Director at M9 Solutions from January 2015 to September 2023, playing a pivotal role in delivering innovative digital solutions to the public sector. With over 24 years of proven success, she has maintained her status as a top biller while securing new commercial and federal accounts, ultimately focusing her efforts on federal clients. Her exceptional performance earned her accolades such as Rookie of the Year, Most Valuable Employee, and membership in the President's Club.

Prior to her time at M9, Shannon was a Business Development Manager at Hildebrando for over two years, driving growth in nearshore consulting services. She began her career at NTT DATA (formerly Optimal Solutions), where she spent over five years in business development specializing in SAP consulting services. Additionally, Shannon has over five years of experience at Robert Half International and Southwest Airlines, where she contributed to the Marketing Automation and ERP teams, enhancing operational efficiency and customer engagement.

Shannon’s diverse experience in building strong partnerships and delivering results has been a cornerstone of her career. Her leadership and vision continue to drive success at Phase 3, where her passion for excellence and unwavering commitment to customer satisfaction make her a valuable asset to both her clients and our team.
